- I can understand why a system would want to be recoordinated as "closed".
- Proponents of "open" repeater systems seem to be under the impression
- that its their right to utilize the machine whenever they feel like it,
- regardless of what the station owner says. At least if the machine is
- coordinated as "closed" it may help convey the fact that people who are
- not wanted on the machine by the trustee should not be operating on it.

- 4U1ITU, ITU HEADQUARTERS (GENEVA). Len KB2R, will be active during the
- IARU HF Championship Contest (July 9-10) and two days before. This will
- be a single operator effort and the 4U1ITU station counts as a HQ
- multiplier for the contest. Activity will be on 80-10 meters and possibly
- 160 meters. The two days before the contest, Len will be active as time
- permits on 80-10 meters CW/SSB and on the WARC bands if antennas are
- available. QSL the entire expedition (contest and pre-contest) via
- WA2CJT, bureau or direct (94CB).

- 9U, BURUNDI AND FRENCH QSL TIP. Since the current activity by
- Jean-Pierre, 9U/F5FHI, in Burundi, the OPDXB readers have been looking
- for F5FHI callbook address. QSL to: Jean-Pierre Maidon, La Hee,
- F - Vertou, 44120, France. Ted, F8RU, has passed on the following QSL
- tip for the OPDXB readers. The F5 + 3 letter suffix calls are a result
- from a new French callsign reassignment policy. Until an updated version
- of the CallBook is published, look for these suffixes under the following
- prefixes in the 1994 and earlier CallBooks: F1, FC1, FD1 or FE1.
- Meanwhile, Ted also mentioned that Jean-Pierre, F5FHI, and Paul,
- F6EXV, are both employees of UNHCR (United Nations High Commissioner for
- Refugees) and are presently on a mission in Burundi (after they had to
- leave Rwanda). Jean-Pierre continues to be active on 21295 kHz between
- 1430 to 1630z.

- D3, ANGOLA. It was reported that Antonio, D2EGH, will be signing D3X for
- the next three weeks. There was no reason that was given for the special
- callsign, but his daily activity has been on 14195 kHz between 2000 and
- 0130z. QSL via CT1EGH.

- CY9, ST. PAUL ISLAND. Be looking for Paul (WC9E/CY9), Bob (AA9GZ/CY9),
- Scott (N9JCL/CY9), Ken (WB9OBX/CY9) and Tom (K0SN/CY9) starting June
- 10th (for a 4-5 day operation). Activity will be on CW/SSB/RTTY and on
- all bands. QSL via K0SN.
- Meanwhile, Randy, N0TG, reports that their upcoming CY9 DXpedition
- has been moved from July 1st to September 19th (ending the 25th). This
- early fall propagation should offer better conditions than a summer
- date. The boat charter has been reserved, the Coast Guard landing
- permission has been received and the travel arrangements have been
- made. Operators will be Randy/N0TG, Bob/KW2P, Murray/WA4DAN and
- Ron/AA4VK.

- FRENCH ISLANDS TO BECOME MORE ACTIVE! There is rumor stating the French
- government is going to be doing a lot of electronic updating on the
- French islands located in the Indian Ocean this summer. As a result, it
- is thought that there may be a lot of amateur radio activity because of
- the French amateurs involved in this upgrading. Those that need these
- islands, KYFC (Keep Your Fingers Crossed).

- FO, AUSTRAL AND MARQUESAS ISLANDS. It has been reported that Kan, JA1BK
- (FO0MIZ), and Nao, NX1L (FO0AKI), have gone QRT earlier than expected
- from Marquesas. No reason was given. After their Marquesas operation,
- Nao was to be active from Austral Islands and Kan was to be active from
- Tahiti, but there have been no signs of activity as of June 5th.

- JA BAND AND POSTAL CHANGES. Masa, JH3VNC/WG2P (Editor of Five-Nine 80/75
- meter DX band column) reports that on May 20th, Japanese Postal and
- Telecommunication services announced to release another 75 meters band
- window which is from 3747 to 3754 KHz. Total windows on 75 meters are
- now 3500 to 3575, 3791 to 3805, and 3747 to 3754 KHz.
- A fax received from Nao, JH1HGY, reports that air mail charges were
- increased in January. Just sending a green stamp to Japan now will not
- cover return postage (for a 10 gram letter) from most place other than
- Asia and Guam. For North and Central America, Europe, CIS, Middle East
- and CIS it costs 110 yen to send a 10g letter (190 yen for a 20g), while
- it cost 130 yen (230 yen for a 20g) for South America and Africa. A green
- stamp is worth only 100 yen, but an IRC is worth 130 yen (which is
- sufficient).

- JW, SVALBARD. Tom, LA4LN, and Magne, LB3RC, will sign JW4LN and LB3RC/JW
- respectively from the western coast of Vest-Spitsbergen from August
- 1-20. This is a scientific expedition and NOT a DXpedition, but they
- will be operating all bands 160-10 meters with special attention to
- the WARC bands. Activity will be on CW, SSB and the digital modes in
- the mornings, evenings and when the weather is bad, and also when they
- do not have to chase away the dangerous polar bears! QSL direct only
- with SAE and return postage to the respective home calls. NOTE that the
- LA4LN Callbook address is wrong! Here are the correct addresses:
- JW4LN via LA4LN, Tom Victor Segalstad, P.O. Box 15 Kjels}s, N-0411 Oslo,

- KH0, MARIANA ISLANDS. Jun, WH0AAV, on Saipan, was heard on 3795 kHz
- at 1240z. Also check 14226 DX net around 0330z.

- TT, CHAD. Another new station has shown up from here signing F5LGF/TT8.
- No other information is available at this time other than the operator's
- name is Chris. This station has only been heard on 20 meters CW between
- 2000 and 2200z.

- V6, MICRONESIA. The DX NewsLetter (DXNL) reports V63PA will stay on the
- island longer than expected. He prefers 14150 kHz around 2100 UTC during
- the weekend. QSL via G6MDM. Meanwhile, a group from the Oklahoma DX
- Association (OKDXA) and a few operators from the Pacific will have four
- stations up and running from June 8 to 17. Activity will be on all bands
- CW/RTTY and WARC bands. Be looking for V63AD, V63BC, V63FC, V63KW, V63SB
- and V63VA and QSL all via OKDXA, PO Box 88, Wellston OK 74881.

- VE1, MCNUTT ISLAND (NA-126), CANADA. Tom, WT2O, and Larry, K5MK, will
- be signing /VE1 from this Nova Scotia Province South Group June 17-19th.
- Activity will be on 80-10 meters including the WARC bands. It is
- suggested to check the IOTA frequencies and for CW, check 30 kHz up
- from edge band (+7005 kHz). QSL all contacts to K5MK.

- ZF, CAYMAN ISLANDS. Randy, N0TG, will be active as ZF2GT from June
- 23-30th. Emphasis will be on CW and the WARC bands. QSl via CBA.

- skirts compared to the RS DSP or the Icom 720A though I'

- The noise rejection seems to workonly on noise that is VERY incoherent. Most
- HFnoise seems to be a mixture of harmonics of 60Hz from various sources. This
- 60Hz "comb" is far from incoherent and at the same time has far too many cx's
- to be notched out. I've found (and my local RS store confirmed) that the noise
- reduction works fine on unsquelched FM-type noise. On 10 meters, in FM mode,
- with no signal other than receiver noise, the RS DSP box is almost like having
- an outboard squelch (though not quite that good).

- You are right. Now do the research to show that your local coordinating
- body has not addressed these issues. Their policy and proceedure
- statements should define the extent of spectrum management they are
- willing to tackle.
